The existing authority for extradition

between Hong Kong and China is Article 21 of the

Treaty of Tientsin, 1858. The substance of

this Article is contained in the preamble to the

Chinese Extradition Ordinance of Hong Kong

(Ordinance No.7 of 1889). This ordinance as

amended by the Chinese Extradition Amendment

Ordinance 1927 (No.17 of 1927) was passed in

order to implement the Treaty in Hong Kong

or, as stated in the second part of the preamble

to the 1889 Ordinance. "for the more effective

carrying out of the said Treaty in relation to
